was born in Saltillo, Coahuila, July 28, 1966. Professor Humberto Moreira Valdes, father of four children and is married to Ms. Vanessa Moreira Guerrero. He graduated as Professor of Elementary and Secondary Education Degree, majoring in Social Science at the Escuela Normal Superior de Coahuila. In order to strengthen their professional development attended many graduates, most notably the one conducted at the Universidad Iberoamericana of Policy Analysis and Public Policy, National Institute of Public Administration, Community and Applied Sociology, taught by Universidad Iberoamericana.
In 1985 he started teaching at the Technical Secondary School "Abel Suárez de León". Posteriormente, en 1988 se trasladó a la ciudad de México, donde continuó su carrera profesional ocupando importantes puestos dentro de la Secretaría de Educación Pública a nivel nacional. Fue Profesor del Centro de Investigación y Desarrollo Profesional del Magisterio, Jefe del Departamento de Recursos Humanos de la Dirección General de Educación Normal y Actualización del Magisterio, Secretario Particular del Director General de Educación Normal y Actualización del Magisterio, Director de Enlace con Entidades Federativas del Programa Emergente de Actualización del Maestro y Secretario Particular del Subsecretario de Educación Básica.
